applying for residency

Please correct me if I am wrong, but I thought the new immigration policy says that the anyone applying for residency has to now begin the process in their home country, which to me means that you have to have all your documents, criminal background check, etc., submitted to the CR Embassy in your home country first, before moving to CR.
Am I right or wrong?
