concerns about moving to Costa Rica

I just read an article in the Tico Times about a rise in poverty and when locals find out that bags of drugs are discovered in the ocean, they get in their boats and take off to pick up the drugs and then sell them.
Now, if I was poor and knew there was a bag of drugs I could get my hands on, I'd probably do it too. I don't blame them, but this sort of activity should concern anyone thinking about moving to any Central American country.
I have read that people considering moving to Costa Rica, etc., are too concerned about crime and that it is much less overall than in the USA. This may be true, but one has to consider the size of the two countries. For example, what happens in Los Angeles would not affect what is happening in say, Miami, because of the distance. I am assuming what is happening in those two cities, probably wouldn't have any affect on some small town in Utah. But it would seem to me that what happens in San Jose could easily have an influence on a small town in the Central Valley, when it's just a short drive for any criminal to make.
I know this topic (crime) has been discussed endlessly, and finding someone on this website or others that give unbiased comments on this subject is hard to find, without having a financial benefit to their opinions, but it is a very important for many people, and should be.
I am still working on moving to CR because of all the great things this country has to offer, but I am very practical when it comes to making any major decision. Being an expat living in another country and knowing you will always be looked at as an expat if you become a victim of crime is something anybody moving to any country should be seriously considered.
