Spending the winter in Costa Rica with wife and small dog.

My wife has told me that she has one more Minnesota winter in her and then she is going to Costa Rica for winter. Any advice? We have traveled in Costa Rica in the past but as tourists, not as long term visitors. We have a few questions.

What is the best way to find affordable long term rentals? What should we know about bringing our small dog with us? What should we expect for medical care if needed? (neither of us have conic medical problems but you never know what will come up.)
