puzzled about eco-friendly CR!

Hello All! I have been wondering for quite some time how a country such as Costa Rica, with its' many protected areas & wildlife & natural beauty, also has a reputation for all of its sewage pouring into the streams & rivers? This seems so strange to me! I understand that the areas downhill/downstream are heavily polluted. Yet the water is safe to drink. (?) Are there no requirements for adequate septic tanks in new buildings? I would appreciate any info on this.
