help with elder relative

My aunt retired in Costa Rica in 1992 to an elderly home. She receives her social security check directly to her bank and up to a few years ago, always managed her own money.

She's single and her only son died many years ago. Always worked and saved her pennies to the point of denying herself and living very humbly.

After many years of this she had accumulated over a million dollars in her account. Whenever I came to visit (every 2-4 years) she always told me all was fine and she was great. The last time I was here was in 2010.

I'm visiting now and things have changed, she has deteriorated very quickly and she told me someone stole her money. I went to the bank with her and thousands of dollars are being withdrawn on a daily basis to other accounts, other banks and online and cash taken out. Most of her money is gone.

If I was in the states I'd know what to do, but not here.

Anyone want to give me some advice? I'm getting the run around from the home, refusal to cooperate and information. I have no idea what to do, go to the police?, what should I tell them.

Any advice will be greatly appreciated.
