Costa Rica driver´s license

My wife and I vist Costa Rica every April/May. We are not residents or citizens, In 2012 we got our Costa Rica driver´s license's. They are up to expire on the 30th of May 2014.

I have heard about the new law passed, restricting license issuing to only citizens or permanent residents.

I am getting conflicting reports that people like us will be able to RE-NEW our license's. But also reports we will not be able too.

Does anyone know what is really fact. Is Costa Rica only restricting new license issuing. And allowing Re-Newing of current non-resident/citizen license holders?

I am sure there are many others seeking this info.
