Brit wanting move to Costa Rica from Portugal

Hi
I am English, live in Portugal, want to move to CR and wonder if my existing expat residency complicates things?
I´d be bringing my dog and hopefully enough money to live on very cheaply for a few years.
My main questions are: (1) Would I need a tourist visa and if so could I renew this - as a European - every 3 months by popping abroad for 3 days? (2) How is best to transfer say 20000 euros? How much money can you bring in on initial entry and how much MUST you have to get in!?
