Earning a living in Costa Rica

I've heard that it's difficult to find work, and that the CR govt encourages immigrants to start their own business (hoping we'll employ some people). That sounds okay with me, but I'm wondering a few things: 1) how much of a hassle is it to establish a business - I'm from CA so I'm no stranger to my business being strangled by red tape - hence my desire to leave. And 2) Is there any no-brainer businesses that come to anybody's mind?
