Economics in CR - Totally confused

I need an economics prof to answer this question:
Import taxes are designed to protect CR home businesses from cheaper/overseas manufacturers. If there is NO business of a specific type, why is there still an import tax?
EX: this statement was from a CR man who works at a lumber yard here in CR: " I want to buy a battery powered electric drill. I ca ngo on-line and see that in Amercia it sells for $140.00. Here in CR the same drill will cost me $520.00!! Whats up with THAT??? We don't make the drill here in this country, so who is the government protecting by placing such a high import tax on these items?"
OK - any answers out there as to why things here are so expensive?
