Drugs

I am 59 years old have been in Tamarindo six hours and have been asked to purchase drugs or been asked to purchase drugs approximately 20 different occasions all in a friendly manner on the beach or in the street my girlfriend is asking is it legal and I say no but there are no police and very little violence I know of so I guess no one really cares is that true ?
