Renewing my passport

I no longer own a home or property in California, only here in CR. On the Travel.State.gov form I'm using I have to list my mailing address and permanent address and not sure what address to use. I use a company who processes any mail I might receive in the U.S. I have a Houston, Texas address that was assigned to me, which I normally use for my mailing address. For really important letters and packages, I use the address of a friend/former neighbor in CA. I vote in CA, and I have a CA drivers license. So what address do I use as my permanent address on this form?
