Mountain Regions?

Hi,

I am considering moving to Costa Rica and am interested in cooler places where the temps don't get over 85-90 F. Looks like Atenas, Grecia, and Puriscal look nice. Not wanting an overabundance of expats but would like a few hundred or so in area. Any recommendations of the three I listed? Atenas sounds a little $$$, so I am thinking that is out, but am not sure. Have a budget of about $2,500-3,000 US, for everything, including rent, for a single guy. Heard there are some nice mountains near Dominical? Cooler than 90 F? Affordable? Suggestions? I would love to be within an hour or so, of the beach.
