New Corporation Law

Does anyone know where I can read about this new law coming in July?
I already saw it in someone's Facebook
before.
I want to show it to my elderly neighbor.
I'm always the one who reminds him to pay his taxes (Municipality and Corporation).
However it seems that now this is much more complicated.
Apparently there must be a monthly report.
I'm considering to ask his family (again) to be more involved in his life.
Usually I read about this stuff in the Costa Rica Star News but I have been busy lately with other issues and I must have missed it.
