Residency application

1- Can you submit your application for residency from outside of Costa Rica? Or do you have to be there?
2- what is the current total cost of applying for a residency including the fee, translations etc…?
3- If You buy property before You get residency can You live there under the 90 days visa and leave for Panama for few days when the visa expires and then return back to Costa Rica under another 90 days visa, while You are waiting for the residency? And how often can someone do that?
