Telecom in Costa Rica

Pura Vida all. I hope someone can help me with this question. I have a business that I need good quality/price internet and cellular phone to run. The last time I was in Costa Rica, about 6 years ago, I passed for Guatemala because the telecom was so much better. But I hear things have improved and my wife, son, and I are interested in Costa Rica again. Can anyone verify that the breaking of the ICE monopoly is improving things and have any ballpark figures for what internet costs?
