I can't believe I am once again writing about this topic, but it's getting more and more crazy all the time.
Now that I have ALL the paperwork that I need (hopefully) to apply for a pensionado residency in Miami, I read that all this can still be done while living in CR and can be done faster in CR because you don't have to deal with the very slow correspondane between the Consulate in Miami and the legal representative in CR. Also, the process can't be completed in your country or origin because of the fingerprinting that must be done in CR and the whole process can take at least a year to complete. I really want to avoid those visa runs, but it sounds like those visa runs are a part of the process whether I apply in the USA or CR. Is my logic correct or not?
Now I can begin to see why some people don't bother with this process and just opt for the visa run. It's a lot cheaper too. Are all Central American countries like this?
