Perpetual Tourist renewing Costa Rica drivers licence

Hey all,
Sorry to bring this question up again. It is just that I am getting so many conflicting answers.
My question is:
Is the Bank of Costa Rica or the Costa Rica department of motor vehicles, allowing Perpetual Tourist's or people waiting for there Costa Rica residency, that hold a current Costa Rica, to renew there driver licenses?

I am asking because I am planning on flying in from the USA just to renew my CR license so I don't loos it.

Do any of you know anyone personally that has renewed the license?
