Next government, proposed new Value Added Tax, debt n deficit

Good morning to all !!! This morning a friend of mine texted me information regarding an article about a possible proposal of a VAT (value added tax) that appears in today's AM Costa Rica. This VAT will be proposed due to a high debt and deficit which to be homest I was not aware how serious it is. CR does not need in my opinion any more taxes. Everytime I visit I feel assaulted everywhere I go between sales n service taxes, my home property taxes went way up and forms and paperwork also to do any transaction, bank fees, etc..I can go on. KOHL please inform me and my friend who is heart set on moving and retiring in CR of anything you know about this and give me your European sincere opinion.
