Employment vs Self Employed

I understand to be employed I need be a citizen. However what I am unclear on is ability to work as a private contractor or be self employed ? Example - can we own a AirBnB and be sole employee? Another example would be - can we hire out to businesses to consult or train their employees? What government office can clarify these questions maybe?
