New highway?

On my last trip to the DR, i saw improved infrastructure and highways (I hadn't been there in quite a few years), I was told were built in short order (for the land of mañana?)
I heard there are plans for a new Highway from Santiago and San Juan de la Maguana.. How likely is this to happen and how soon would it happen, if it does.
