Cartagena is one of the most expensive cities in Colombia and certain items like real estate as just as expensive as the US. You are 4 and will probably need to put your kids in private school so you need to factor this in. Also if you need a car its expensive to buy one in Colombia. Since you say nothing of the salary I can't tell you if you can have a comfortable life. remember the electricity is expensive.
