Retired and Moving To Belgium

I am moving to work in Belgium next month. My husband is retired and is coming with me. I understand that visiting a dentist and doctor is fairly easy. My question ia 1) do we both have to pay for appointments/services as I understand payments are taken from salaries but if my husband doesn't work in Belgium how does that work?
