Moving to Belgium - some issues

Hello,

i´m planing to move to belgium but i have some questions that i need to know first, so if someone can help me it will br great.

i will be working for a portuguese company and i will receive my payckeck and pay the taxes in Portugal, so;
- can i live in belgium for a long time withouth work for one belgium company and withouth pay the belgium taxes?
- can i have acess to health care and social security in that conditions?
- can i open one bamk account and buy a car in the same conditions?
