Considering a move to Belgium...

I am contemplating a move to Belgium and have a few preliminary questions. I know i can get a Working Holiday Visa and stay in Belgium for up to a year but provided that I like it (as I've never been before) I think I might like to stay longer, if possible. My research thus far, such as it is, has given me the impression that it would be very difficult to do so.
I would ideally like to work as a freelance dog walker and it seems like the best/only option would be to start a business and apply for a professional card... just wondering if it is even possible to qualify for a professional card as a freelance dog walker?

Also, I'm wondering about rents in Brussels. What is the least amount I could expect to pay for a bachelor or one bedroom...any neighbourhoods that are significantly cheaper than others?
