Cat Import Licence

Can anyone help please, we really are quite desperate!!
My Kenyan partner was bringing our cat to Kenya from Thailand last Friday (to meet me in Kenya when I could get there from Turkey) when he was turned back at the check in desk. QATAR AIRWAYS staff told him he needed an Import Licence for her (the Animal Centre at Bangkok Airport has said only that morning he did not need any more paperwork than he had from them) and he could not go on the flight with her. They said he could go and DUMP HER AT THE AIRPORT !!!! Just how sick can they get?
I flew back from Turkey the next day and for 6 days we have been trying to get an Import Licence but the Kenyan Embassy in Bangkok, Kenyan Airways don't know how we can get one. We have telephoned and emailed the Vet department in Nairobi but no one answers us. We are desperate! We are all 3 living in a hotel room and have no income. Savings are going down fast despite we (not Lucky) don't even have meals. Please, please can anyone tell us how we can apply for and get the Import License very urgently?????
