I submitted my application to change my immigration status from Temporary Visa to Permanent Visa on 11/07/2017 and am still waiting for an application approval as of today.

History
11/07/2017 Submitted my application at INM Queretaro
12/01/2017 Submitted extra documents requested by INM Queretaro. I was informed by INM that my case would be processed within 3 days.
01/08/2018 Visited INM Queretaro. No update was gived by INM.
01/26/2018 Visited INM Queretaro. I was informed by INM that my case would be processed within a week. I should receive an e-mail notification.
01/26/2018 The status has changed to "Registre los datos para la expedición de su documento migratorio".
02/07/2018 My case is still pending.

At this point, I am not sure how long it will take for INM Queretaro to process my pending case as well as others. Now I feel that this is the retaliation purpose because I am an American (I may be completely wrong).

I found the following new article. The same supervisor, Enrique Espinoza Lopez, managed the operation incorrectly (and purposely).

Bueno! We have also been dealing with immigration issues in Queretaro. Due to my husband having a stroke while in Mx while I was in USA selling our properties, I initiated process in USA, but he is still on tourist visa.
Not sure this will be helpful or applicable to you, but it took my process 7 weeks to clear and get my first year temporary visa. (I should have applied for permanent in USA as I qualified financially)
Just yesterday we went back to apply for my husband's temporary familial visa. (Good news is that in Qro, they do honor that process.) Bad news is that although they had previously told us we needed an Apostilla for our marriage certificate (which took us about 3 weeks to get from USA), they did NOT tell us that the marriage license AND Apostilla both had to be translated into Spanish...only accepted by a federally certified translator. Took us 3 hours to find her and get it done.
It has not been our experience that Qro INM is hostile to ex-pats...although they do not reliably give you all the information you need for the next step you are trying to accomplish.
The Constancia (certified translator) we met yesterday told us that the Qro INM is infamous for different people requiring that you bring different documents. Can change with the person although in Qro in the office on the right side of the street, we have always seen the same personnel.
We have chosen simply to swallow our frustrations and arm ourselves with much needed patience.

Did you do that, as requested? If not, nothing will happen until you do.
I think it is referring to your need to fill out Form 1; your personal data, which you can do online.

Yes, I did it on 01/28/2018. I just wonder if the office is extremely busy which I understand because there are too many immigrants in Queretaro. I plan to visit the office on 02/15/2018 if nothing happens.

I received an e-mail notification from INM yesterday (02/12/2018). The approval letter was issued on 01/29/2018 but was signed on 02/09/2018. I don't know why it took 10 working days to sign the letter.

I will head to the INM office today.
