Sea Of Cortez Ex-Pat communities?

I was considering the Sea of Cortez area of Mexico, but most of the information I am finding is more about the other areas of Mexico. like Cancun or Mexico City..... I was considering North of Mazatlán along the coastal area or slightly inland.....any expat areas there?

I would like to find an area that has temperate weather, not blazing hot but warm in both Winter and Summer. Rain doesn't bother me ( actually, I love a good storm)
I would like to avoid hurricane prone areas, or earthquake prone areas if I can.... been there, did that, didn't enjoy the experience and didn't buy the book.
