Taxes in Barcelona

According to this tax calculator, the effective tax rate in Barcelona is something like 50% for us! https://es.icalculator.com/

1. Is that correct? Seems awefuly high
2. Coworker tells me there's the Beckman Law that we can apply for to reduce taxes to 24%. Anyone use this as a US citizen? It's not clear if in the US, it invalidates the double tax laws.
3. What do those high taxes pay for? Healthcare? Pension? University for kiddos?
