Moving to Puerto Vallarta

We have located a wonderful realtor in Puerto Vallarta and will be relocating there within the year.
We are in Southern California and I have been told the very first step is going to our "local" Mexican Consulate which is what we are going to do. Only an hour away from us.
We have three rescued chihuahuas and a dachshund that are our LIFE!
We would never fly them in the underbelly of a plane-What are our options?
I think between our lovely Facebook expat group-and the Mexican Consulate-and our Realtor who was born in PV we will do okay.
Too many little questions to put on all of you LOL!
