applying for TR

I'm British, my husband is American. We are both legally resident in Italy, but are currently in Costa Rica...travelling to the US next month.
We left Italy in May for various reasons and wanted to check out retiring to both CR and Mexico...and much as we love CR,think Mexico is a better fit for us.

We will be in the US for 2.-3 months (my tourist visa only valid that long) and want to apply for TR from there. So my questions are:
Can I as a Brit just "visiting" the US apply for a TR whilst in the US or do I HAVE to do it from Italy?

And...from experience of folks on here...would you advise applying through the Detroit or the McAllen consulate?
