"You can access the residence permit… but you don't need to commit to relocation," explained Diogo Capela, founding partner of Lamares, Capela & Associados, a law firm specializing in immigration to Portugal.

What Is the Portugal Golden Visa?

The Portugal Golden Visa program is a residency-by-investment pathway that allows non-EU citizens to obtain a residence permit in Portugal by making a qualifying investment.

Unlike other visa types, it does not require you to live in Portugal full-time.

"You're only required to stay in Portugal for about seven days per year," Capela noted.

This flexibility is one of the main reasons the program has remained popular among international investors.

Golden Visa vs. Traditional Residency Visas

It's important to understand that the Golden Visa is not a separate "visa category" in the traditional sense—it is another way of obtaining a residence permit in Portugal.

With most residency visas (D7, D2, D8), applicants must:

  • Relocate to Portugal
  • Spend the majority of the year in the country

With the Golden Visa, applicants can:

"It's attractive for investors looking for a ‘plan B'… they're not ready to relocate, but want the option," advised Diogo Capela.

"It's no longer possible to obtain the Golden Visa through real estate investment," Capela explained.

For many years, purchasing property in Portugal was the most common route to obtaining a Golden Visa. That option has now been removed, fundamentally changing how the program works.

As a result, the Golden Visa has shifted away from real estate and toward structured investment strategies.

What Investments Still Qualify for the Golden Visa?

Despite the changes, the Portugal Golden Visa program is still active and accessible through several qualifying investment options.

"You can still access it through investment funds, cultural projects, or company investment," Capela said.

Current qualifying pathways include:

  • Investment in regulated Portuguese investment funds
  • Contributions to cultural or heritage projects
  • Business creation in Portugal (typically involving job creation)
  • Investment in existing Portuguese companies

These options require more due diligence than real estate did, but they continue to provide a viable route to residency.

Even after the changes, the Golden Visa continues to offer significant advantages.

"Once you have a residence card, you have access to everything a Portuguese national has… healthcare, education, the legal system—except voting rights," explained Diogo Capela of Lamares, Capela & Associados.

  • Freedom to live, work, and study in Portugal
  • Visa-free travel within the Schengen Area
  • Pathway to Portuguese citizenship after five years

In addition, Portugal's passport is considered one of the strongest in the world, making citizenship an attractive long-term goal.

For those seeking a lifestyle change and full relocation, traditional residency visas such as the D7 or D8 may be more appropriate.

"It's really about having that certainty… that if needed, you can always come to Portugal and stay here for the long run," Capela explained.
