Breaking the Immigration Laws

After March 2nd, those who had extended Visas must leave the country by air in order to renew them.
I'm dealing with a bunch of rebellious Canadians who refuse to do that.
Now one is asking me what can happen to them if they refuse to leave.
Does anyone know what the penalty is?
I believe that they have to pay a fine later when they leave and I also told them that next time when they return to Costa Rica they may not get a 90 day Visa.
There is also some confusion about the Panama land border.
Tico Times wrote on Jan. 30st (or 31st) that Panama would open the land borders but Today a local lawyer here in Coco posted this information about the need to fly out the country and said that the land borders are still closed.
There was a guy renting here in my complex who bought a car in Panama and he had been waiting to be able to go back there.
Before he left (few days ago) he told me that he could enter Panama but that he couldn't return by land.
I would appreciate some information about this subject.
Some Canadians in order to avoid to go to a hotel for 3 days upon arrival in Canada (mandatory by the Government there for those who arrive by air) are telling me that they will fly to the US and then rent a car and cross the border.
