Renting/buying a motor scooter.

I believe it's possible to drive a step-through in Japan without having to have a two-wheel qualification on your license.

I want to spend 4-6 weeks this summer knocking around the back roads of Hokkaido and Northern Honshu. I cannot seem to find anyone who rents motor scooters. My other choice would be to buy one and sell it back or to someone else at the end of my trip.

I have 2 major questions. Is my information about driver's license requirements correct? Can I rent and/or buy and sell a scooter without a whole lot of hassle?

I would also appreciate any information that would help me do this or decide it's impractical and give up the dream
