Getting V.A. authorization for medical asisatnce in Cebu

Can anyone tell me if the V.A. medical system has a hospital or medical office in Cebu City that gives medical care to Veterans upon authorization from the V.A.? I heard that they have outsourced medical care but only upon written authorization. I heard that there is such a hospital or two in Cebu City that works with the V.A. to care for U.S. veterans but lost where I saw that information. I am 100% rated with the V.A. and I will move there in June 2012. Any advice or assistance would be appreciated.
