Visa, ACR and Travel

I have an ACR I Card recently issued by the Bureau of Immigration. Previously if I live in Cebu and I go abroad for a holiday, then upon my return from that holiday, no matter where I go, I am required to show a return air ticket upon embarkation to the Philippines from my foreign airport. Does the ACR card, stating my resident address in Cebu , recind that return ticket requirement ?
