transfer of property title

My Filipina wife bought a nice house in Barrio of Daliao, Toril, Davao City, five minutes from Vales beach. However the new land title Registrar won't convey the title to her name since there are "liens" or encumbrances on the title dating back to 1965. Previously these were just brought forward on the new title. We have a lawyer researching it who might be able to petition the court to remove them. The total amount of money in the liens is not more than $5,000 pesos. We are returning to Canada for a while, but will probably end up back here. Its pretty hot and humid, but the beach is beautiful even if I am the only swimmer.
