Extortion from the hills?

My wife and I have been discussing where we would like to retire to in the Philippines. She is like most Philippina's were as she likes whatever makes me happy. I like living in the mountains (preferably northern Luzon because it is coller) but she has a friend that lives in NY that owns property in Ilocos Norte who warns us of the "New Peoples Army" in these areas who extort money from the wealthy (sometimes leaving them dead if they don't pay their sum). She says she will never move back there because of this.
Has anyone here had any dealings with this organization?
