Auto Accident

My Filipina girlfriend was driving her car home and rear ended another vehicle. She did not agree to any liability but only gave the man her insurance information. He has been calling her demanding that she pay for his transportation cost to work while his car is being repaired. the attorney for her insurance company has told her to try and reach a settlement. I told her not to even discuss this with him, is a Filipino required to pay this after an accident? I cannot find any laws or information regarding this. If I was in an accident in the US and the other party called me I would tell them to stop harassing me and talk to my insurance company. Is it that much different there? Can someone give me advice or lead me to where I can research? Thanks
