Cheap places to retire to

Hello. I'm going to be retiring soon and am looking for a place to buy that has a studio or workshop (or the possibility to convert) so that I can paint. I don't mind being in a small town (even one that is not particularly touristy because of budget restraints) as long as it's not terribly isolated. I like walking in cities for the architecture, museums and galleries. Any suggestions?
