Filing U.S. Taxes abroad

I have lived in Germany for the duration of my studies, however, I have never had any substantial income and therefore never had to file U.S. taxes. My question to anyone in this situation: I am an American planning to marry and possibly not work while having children in Germany. My future husband is not an American. So do we have to file U.S. taxes on his income as soon as we marry? I had never considered the aspect of the U.S. taxing his income before- I had only thought they would tax my income.
