Health Care Insurance: Pacific Cross / Blue Cross

Both appear the accepted private health Insurance Companies.

I will be spending quite a bit of time in PH next year but not as a registered Resident (I will be under a Multiple Entry Visa).

Anyone know if I can take out private insurance in the PH rather than continue to pay US-based insurance ? OR, can you only obtain PH-based private insurance as a fully-registered Resident ?
