Customs Duty Fees

Can someone please explain Philippines customs duty fees to me? I know it ranges from 0% to 65%, plus ad valorem on some tiems, and VAT on some items. I've been to the website at http://customs.gov.ph/references/tax-computation/ and I still don't understand. When you order something, how do you know what duty you're going to pay?
