Registering a Vehicle

I am moving to the Philippines in June but will be staying on a Tourist visa and renewing and renewing and renewing for a while until I can convert over to a more permanent visa. (Getting another visa now is not an option.)

I would like to know if it is possible for me to purchase and/or register a vehicle in the Philippines while I am there on a Tourist visa.

If so, what is the procedure and what do I need to know?

Also, can I drive in the Philippines on a U.S. Driver's License or do I need to do something different?

FYI: I do have a Filipina girlfriend, but she does not yet have a driver's license, and does not yet know how to drive.
