what do I have to do to get interviews?

Does anyone know of a way for me to get a decent paying job?

I have been in the States for almost 5 years. Emigrating with my wife and daughter after 22 years in the Royal Navy (retiring as a Chief Petty Officer Stores accountant) and 4 years as a Production manager in a manufacturing company in Cornwall. I have 26 years of Inventory control /Management/Supervisory/Training/Scheduling/Computer etc etc experience. A military background. High moral standards and good working ethics :

I am having no luck getting past the initial application stage when applying for jobs! Almost every job I apply for asks for resume's to be e-mailed/faxed or mailed. I do this and change my cover letter/resume to suit the position but get no response (not even a thank you but no thank you).

At present I have to take commission only jobs as I get no response or am told I am over qualified for the lower paid positions!

If anyone knows of a way around this I would love to hear from you. I would appreciate advice regarding net-working (web sites, organisations etc) as I know very few people outside my own family here in Florida!
