Dual-Citizenship ??

First, I already know Ukraine does not offer dual citizenship, I would like to know why not? Every news agency in the world has reported on Ukraine's Economy problems. I can't help with the Millions and Billions they beg for investment for the West. But, would it not make sense to offer dual-citizenship to people from United States and EU countries. In turn, Men from the United States and Europe would move to Ukraine with their wives in their retirement years to avoid the very high cost of living.That means they would be bringing their retirement $$$ with them. Even a Social Security check of say $1500 US Dollars is a lot of money in Ukraine. Add a mans 401K or his Military Disability, or his military retirement checks. One man could be bringing lets say $2500-$5000 US Dollars to Ukraine each month. He and his wife would buy a home, apartment, maybe a car, and a lot of shopping. Would this not help the Ukraine Economy a lot. With the exchange rate at 1 US Dollar = 25-27 Hryvnia. One American in retirement would have the spending power of 60-180 Ukraine citizens in retirement. Am I crazy or looking at this wrong. I just think if Ukraine loosened up on Citizenship, and transferring of money to Ukraine banks. This would help their Economy in some degree!! What's your opinion please.
