DIAN Taxing under radar expats

Everybody who spends more than 6 months of the year residing in Colombia is required to declare tax to the Colombian government (DIAN) however there are a lot of expats who, for various reasons do not declare each year either because they are unaware of their obligations or because they have never been solicited by DIAN to declare.

In many cases DIAN are unaware of these individuals since they don't have a RUT or have never worked for a colombian based company that woudl have reported them to DIAN. I know cases of expats living in colombia for 10+ years who have never declared.

Recently Bancolombia have been sending emails to many expats (and colombians alike) asking if they declare tax in Colombia or another country, they also ask specifically in which country you are declaring and have given a deadline of March 30th to submit this information voluntarily.

Might it be that this is the first step in DIAN digging out those individuals who have been "flying under the radar" with their tax obligations for years? I know many expats in this situation would happily decalre but are terrified of the cost of back tax and sanctions that they would incur and often the advice form others (rightly or wrongly) has been ... do nothing.

Are others concerned about this issue or have further info on why Bancolombia are now asking customers to complete this information abuot their tax declarations?
