Utilities activation fees

Hello, can someone please advise about average amount of utility activation fee for following services in Licciana Nardi MS? I received the following quote from local service provider associated with my real estate agent. The fees just to turn on these utilities seems excessively high. I'd appreciate any feedback, thank you!

Enel (electricity) € 89.00 plus vat (108.58 vat included)

Gaia (water) 73.00 euro plus vat
(89.06 vat included)

Eni (gas) 120.00 euro plus vat
(146.40 vat included)

The provider service fee 156.00 euro plus vat ( 190.32 vat included)
