British: Staying more than 3 months!- Confused??

Hello, I'm a mature British female staying more than 3 months. I was just about to go to the police station to let them know, but then I got confused.

It seems there is a permanent residence or nothing? I'm not sure I would qualify as a permanent resident,

I'm self-employed with a UK company and have my codice fiscali. I have a brother (from the UK) who is a registred resident here.

It says you don't have to declare your presence, but if not there is an assumption you have been staying longer. I guess this is only flagged if you get in trouble or something, otherwise it seems uneccessary?

It says to go to the Anagrafe? But I'm concerned if I can't meet the criteria I'll be forced to go back to the UK. i feel I need more time to find my feet?

Any ideas?
