USA & EU citizens couple

Hi everyone!
I am a USA/EU (Romanian) citizen and my husband is American. We live in USA and we have a son. We are contemplating moving to Italy. Would my husband need a visa to enter Italy in order to apply for the residency permit or not providing i am an EU citizen? If yes, could we all come togeter (which we would prefer) or do i have to be there first and him to come afterwards?
