Re-applying for PdS CdS

My husband is an EU dual citizen with Gemany and we have a home in Italy. We recently moved here and he received his residency within two weeks. Nine years ago I had my Carta di Soggiorno but I had to return to the US and it expired. I was told I needed to start all over again. I had my birth certificate and marriage certificate apostilled before leaving the US. I just recently took it to the city of Como to be translated. The procedures for obtaining a PdS or CdS have changed. The woman said she knew someone who works on residency all of the time as that is her job. Today, that woman told me that the Questura will not recognize my marriage certificate because it is old, 33 years. The Apostille states "that it does not certify content". It was recommended that I go to the US Consultate in Milan to get them to recognize that I am indeed married. The second thing I need to do is to declare my pension income by Italy based on a "model UNICO 2019". Is there anyone out there faced with the same problem in obtaining residency? I was also told that each Questura works differently?? Any thoughts or suggestions would be greatly appreciated. Thanking you in advance.
